Personality: Lucy is very outgoing, fun, smart and bubbly. She is a lot more partyish than her older sister, Scarlett Waters. She also knows what she wants, and always figures out how to get it. She always gets her way.
Background: Lucy was jealous when her sister, Scarlett, got her Hogwarts letter and she didn't get hers. She was actually devastated, and started to act up a lot. Mainly just because she wanted some attention from her parents, because they would all focus on her older sister.
One day, when she was particularly angry, because she hadn't even done anything, despite her parents thoughts, and she had done her first bit of uncontrolled magic. Doors were slamming and blinds flapping. And she realised that she was indeed just as special as her sister.
So, even though she was quite a late bloomer, she ended up getting her letter and now attends Hogwarts. She still enjoys making a bit of trouble, but not nearly as much now because she's happy.

Family Background:
Elizabeth met Frederick at school, high school sweet hearts and still very much in love. Their relationship started out complicated, both had partners when they got together. That didn't last long when both realised how much they did like each other, and so decided to go public.
They married young and had two daughters, Lucy and Scarlett. Lucy was the more troublesome of the two, due to just pure jealousy of her sister and her magical abilities. Which definitely caused tension between the sister. However, now that Lucy has discovered her magical abilities, she doesn't tend to push Scarlett away anymore and the two have grown closer again as a result because there is no more jealousy.
